The installers for the remote debugger for VSTA 2.0 SDK are for the x64 platform located in the
(<Program Files>\Visual Studio Tools for Applications 2.0 SDK\2008\Visual Studio Tools For Applications\SetupPackage)
Directory.
I ran the <Program Files>\Visual Studio Tools for Applications 2.0 SDK\2008\Visual Studio Tools For Applications\SetupPackage\expdbgsetup.exe on
a WinXP Professional x64 Edition machine and it successfully installed the Microsoft Visual Studio 2008 Remote Debugger Light (x64) – ENU.
I believe you were looking at the Product Name in the properties dialog of the expdbgsetup.exe which incorrectly states
Microsoft Visual Studio 2008 Remote Debugger Light (IA64) - ENU
These actually are the x64 installers for the remote debugger.
