If a user tries to install VSTA on Windows Vista with UAC on, other users cannot use VSTA and will get an error. This does not occur with UAC off.
A:
The correct installation is to run vsta /setup with the option "Run As Administrator". It is not required for the installing user to actually open the IDE.
Once this setup is "Run As Administrator," users already on the machine and users added after /setup is run can access the IDE without error.
I believe there are flags you can add to your install package to indicate to Vista that the install requires admin privileges and should run as such – see this link.
